Add pausing and resuming of components. This stops the update() timer
for the component and restarts it upon resume.

Change torrent saving/loading to use torrent options and update the
state format to support new options.
Some minor modifications to CoreProxy in client -- only run the
do_multicall timer when 'connected' to a core.
